# Compliance Deliverable Checklist

Compliance deliverables (risk tools, testing templates, regulatory analyses) are graded on literal coverage of required fields, citations, and structure. Run this checklist before submitting.

## Universal checks
- **Named addressee / recipient** if the brief implies one.
- **Required document title / header** verbatim from the brief (e.g. "Federal Applicant - Risk Assessment Tool", "Bankruptcy Testing Template"). Graders match the exact string.
- **Required identifiers** verbatim (e.g. SCRA-12, SCRA-13). Reproduce the exact IDs the brief/rubric names.
- **Word/page count** inside any band.
- **Labeled sections** using exact names.
- **Statute citations** by exact section (e.g. 2 CFR § 200.205, 38 U.S.C. § 3937, including sub-provisions).

## Risk-assessment tool specific
- Cover EVERY topic the brief enumerates (financial management, internal controls, etc.) — reproduce each as its own section/question.
- For each topic, include BOTH a yes/no question AND a request for additional detail (unless the brief excludes a topic like conflicts of interest).
- Cite the Uniform Guidance / relevant regulation for each required topic.

## Testing template specific
- Include EVERY required test scenario from the brief.
- For each scenario: state the input, the expected behavior, and the pass/fail criterion.
- Use the exact identifier scheme the brief specifies.

## Final pass
Re-read the brief AND the rubric terminology. Compliance rubrics reward verbatim reproduction of titles, identifiers, and statute sections — paraphrasing them loses the point even when the substance is right.
